Background: The United Nations Secretary-General, Dr. Kurt Waldheim, has said there is a real hope conflicts in Asia can be permanently settled so attention can be turned to the continent's human and economic problems.

In an opening address to the One Asia Assembly in Delhi, Dr. Waldheim made what correspondents saw as a direct reference to the Vietnam problem. He said the creation of a more unified political will in Asia had been made immeasurably difficult by serious conflicts. "We now see a bright gleam of hope...real hope....that these conflicts will be resolved in a peaceful and permanent manner so that all the people in Asia may be able to turn their full attention to the economic and human problems of the continent."
Dr. Waldheim was welcomed to the Assembly by the Indian President V.V. Giri, who said:
