Kissinger resumed his speech ... which was essentially a response to democratic presidential candidate Jimmy Carter's criticism that the Ford Administration's foreign policy was lacking in morality.
A truly moral pori???y must relate ends to means and commitments to capabilities. America, to be true to itself, must keep its eyes on distant horizons; we must almost keep our feet planted firmly in reality. We must learn to distinguish morality from moralizing.
Kissinger also said that as secretary of state, he was detached from partisan debate.
But a speech to a jewish audience in New York only two weeks before the election ???,.... on a subject Jimmy Carter has been focusing on... can hardly be considered either non-partisan now non-political.
