Background: In the Brazilian Congress...a debate on a proposal for major political changes was brought to a premature end withe the release of a tear gas canister. The Bill before the Congress would effectively end the present system which limits the number of political parties to two. The bill had been placed before Congress by General Joao Figueiredo.
SYNOPSIS: The 12 hour debate prompted vigorous reactions from spectators and Senators. Some saw the end of the system that allowed the participation of only two parties as essential to General Figueiredo's liberalisation plans. But others saw it as an attempt by the military government to end progress towards democracy and ensure victory for its own supporters in elections planned for 1982. The heated arguments were cut short by a tear gas canister tossed into the chamber.
Spectators coped withe the tear gas fumes as beast they could..while security guards made several arrests and Senators ran from the chamber.
Observers expected the government's majority would eventually ensure the bill would be made law.
