Background: The Shah of Iran and United States Secretary of State, Dr henry Kissinger held wide-ranging talks in Teheran on Friday (1 November) covering oil prices, the Middle East and other international issues.
The talks, held at the Shah's Saadabad Palace -- lasted two hours and were attended only by the American Ambassador, Richard Helms, former Head of the CIA.
Dr Kissinger and his wife Nancy arrived earlier in the day from Kabul, Afghanistan, where they stopped briefly on their way from Pakistan.
There was no official announcement about Dr Kissinger's talks with the Shah. But it was understood the talks covered the problem of high crude oil prices and the possibility of lowering them. The Shah, while receptive to such cooperation, has so far opposed any cuts in oil prices.
It was also understood that the two men discussed the question of arms supplies to Iran, which last year became the biggest single buyer of American military equipment. Iran has been building up a powerful military force not only for defence but also to ensure the security of the Gulf, from which Europe and Japan respectively get 60 and 90 per cent of their oil.
Dr Kissinger was to spend three days in iran...going on either to Rumania, or back to the Middle East capitals to discuss the latest developments in the Palestinian issue.
