Background: POPE PAUL TODAY (TUESDAY) PLEDGED HIMSELF TO CREATE A REVOLUTIONARY INTERNATIONAL EPISCOPAL SENATE TO HELP HIM GOVERN THE ROMAN CATHOLIC CHURCH. HIS ANNOUNCEMENT CAME AT THE OPENING OF THE FINAL SESSION OF THE VATICAN ECUMENICAL COUNCIL.

BEFORE THE 4TH AND LAST SESSION OF THE COUNCIL BEGAN, POPE PAUL LED A PROCESSION OF PRELATES UP THE NAVE OF ST. PETER'S BASILICA TO THE HIGH ALTAR. THERE HE "CON-CELEBRATED" MASS WITH 20 CARDINALS AND SIX BISHOPS. GUESTS INCLUDED MEMBERS OF ROYALTY AND OBSERVERS FROM OTHER CHRISTIAN CHURCHES, WHO SAT IN PLACES OF HONOUR.

AFTER THE MASS, THE POPE SPOKE FROM HIS THRONE IN LATIN TO ANNOUNCE HIS PROPOSED EPISCOPAL SENATE. WHICH, HE SAID, WOULD BE COMPOSED MAINLY OF BISHOPS CHOSEN BY NATIONAL EPISCOPAL CONFERENCES. THE POPE ALSO REMINDED THE GATHERINGS OF HIS COMING VISIT, ON OCTOBER THE 4TH, TO THE UNITED NATIONS IN NEW YORK.

HE SAID HE WOULD BE AWAY FROM THE COUNCIL BRIEFLY IN ORDER TO BRING REPRESENTATIVES OF THE NATIONS A MESSAGE OF PEACE. "WE WOULD LIKE TO BELIEVE THAT OUR MESSAGE WILL HAVE YOUR UNANIMOUS SUPPORT, FOR OUR OWN INTENTION IS THAT -- THROUGH US -- MAY BE HEARD YOUR VOICES," HE SAID.
