    Background: South Korean President Chun Doo Hwan took a tentative step towards reunification of the divided north and south of the country when he proposed a joint constitution, in the South Korean Parliament in Seoul on Friday (22 January). In a state of the nation speech, the President called for the setting up of a consultative conference on national reunification, which would draw up a new constitution. The North has already rejected the idea of a meeting between President Chun Doo Hwan and President Kim I1-Sung, to discuss reunification plans. Talks between North and South Korea, arch-enemies since the 1950-53 Korean War, began under a 1972 joint detente communique. But the North refused further contact in mid-1973 saying it opposed the South's "anti-Communist arrangements". In February, 1980, the two nations resumed preliminary talks but these were called off by the North seven months later.
