    THE SIGNING FOLLOWED A MASSIVE FRIENDSHIP RALLY IN THE KREMLIN IN HONOUR OF THE WEST GERMAN LEADER, WALTER ULBRICHT, WHO WAS CONCLUDING A TWO-WEEKS VISIT TO THE SOVIET UNION.

    MR KHRUSHCHEV, THE SOVIET PREMIER, GAVE DETAILS OF THE TREATY AT THE MEETING WHICH FIRMLY GUARANTEES EAST GERMANY'S FRONTIERS AS WHAT HE TERMED: "ONE OF THE MAIN FACTORS OF EUROPEAN SECURITY".

    MR KHRUSHCHEV SAID THAT THE QUESTION OF A GERMAN PEACE SETTLEMENT MUST BE SOLVED AND ADDED THAT IF IT REMAINED UNSETTLED THE GERMAN QUESTION WOULD PROVOKE A CATASTROPHE.

    THE MAIN CLAUSES OF THE TREATY PROVIDE FOR IMMEDIATE SOVIET MILITARY ASSISTANCE IN THE EVENT OF AN ATTACK ON EAST GERMANY; CO-ORDINATION OF THE TWO COUNTRIES' ECONOMIC PLANS AND THE FURTHER DEVELOPMENT OF MUTUAL ECONOMIC TIES WITHIN COMECON -- THE EASTERN BLOC'S VERSION OF THE COMMON MARKET.

    INITIALLY THE TREATY IS TO RUN FOR 20 YEARS UNTIL 1984, WITH AN OPTION FOR AUTOMATIC RENEWAL AT THAT TIME.

    HERR ULBRICHT, WHO ADDRESSED THE RALLY AT LENGTH, CALLED UPON THE MAIN WESTERN ALLIES -- BRITAIN, FRANCE AND THE UNITED STATES -- TO ABSOLVE WEST GERMANY OF TREATY PROVISIONS WHICH, HE SAID, PREVENTED WEST GERMANY FROM NEGOTIATING ON RELATIONS WITH EAST GERMANY AND ON REUNIFICATION OF THE GERMAN NATION.
