    Background: CONTINUING ANTI-GOVERNMENT AGITATION IN SAIGON HAS RESULTED IN TOUGH COUNTER-MEASURES BY SOUTH VIETNAM'S RULING MILITARY JUNTA. ON WEDNESDAY, TROOPS AND RIOT POLICE THREW TEAR GAS GRENADES INTO MILLING CROWDS NEAR THE CENTRAL MARKET TO FORESTALL A THREATENED ANTI-GOVERNMENT DEMONSTRATION BY BUDDHISTS.

    THE THREATENED DEMONSTRATION WAS TO PROTEST AGAINST THE USE OF FORCE BY THE TROOPS OF PREMIER NGUYEN CAO KY IN CRUSHING THE BUDDHISTS-LED REVOLT IN THE NORTHERN CITY OF DA NANG WHERE 76 PERSONS DIED IN EIGHT DAYS OF FIGHTING.

    THE SAIGON BUDDHISTS HAD PLANNED A MASS DEMONSTRATION FOR FOUR O'CLOCK IN THE AFTERNOON, BUT WERE FORESTALLED BY TROOPS AND POLICE. WHO MOVED INTO THE CENTRAL MARKET -- EXPECTED SCENE OF THE DEMONSTRATION -- IN MID-AFTERNOON.

    COMBAT TROOPS BLOCKED ROADS LEADING TO THE VIEN HOA DEA PAGODA, THE SCENE OF RECENT BLOODY FIGHTING AND HEADQUARTERS OF THE BUDDHIST UNIFIED CHURCH. THE PAGODA, HAS BEEN SEALED OFF BY TROOPS TO PREVENT DEMONSTRATIONS FROM ENTERING ITS COMPOUND.

    SEVERAL HUNDRED PRIESTS AND NUNS WHO APPROACHED THE MARKETPLACE WERE DISPERSED WITH TEAR GAS AND CHASED DOWN THE CITY'S BOULEVARDS BY THE POLICE AND TROOPS. IN THE MARKETPLACE, TROOPS AND POLICE THREW TEAR GAS TO BREAK UP CROWDS IN THE AREA.
