Background: President Johnson was the principal speaker at the International awards dinner of the Joseph P. Kennedy, Jr., Foundation Wednesday (5 February) at the American Hotel in New York City.
The Kennedy Foundation established its international awards program to recognize work to combat mental retardation and to encourage further efforts in that field.
After his address President Johnson presented awards totalling 175-thousand dollars to six men. In scientific research the award went to Dr. Lionel S. Penrose, Professor of Eugenics at University College in London.
Awards for service went to Dr. Grover Francis Powers, Professor Emeritus of Paediatrics at Yale University, and to Dr. Robert P.L. Lafon, Professor of Neuropsychiatry at the medical school of the University of Montpelier in France.
Cited for leadership were U.S. Senator Lister Hill of Alabama, Represented John Fogarty of Rhode Island, and former Governor of Kentucky Bert Combs.
Dr. Penrose and Dr. Lafon each received 50-thousand dollars of grant funds to continue their work. The other 75-thousand dollars was in the form of honorariums.
President Johnson arrived in midtown New York by helicopter from Kennedy Airport late in the afternoon. He will return to Washington tonight (6 February).
