    Background: INTRODUCTION: Iran has proposed a peace plan for Afghanistan, which would turn into an Islamic republic modelled on Iran. The Iranian deputy Foreign Minister, Ahmad Azizi, announce the details at a news conference in Teheran on Tuesday (10 November). Iran, according to Pars news agency, urges replacing Soviet troops in Afghanistan with an Islamic peace-keeping force.

    SYNOPSIS: Mr. Azizi also said an international council of Moslem clergymen should set up a provisional government in Afghanistan. The plan envisaged an estimated four million refugees, who have fled the Soviet-backed Afghan government, should be allowed to return. Most had fled to Pakistan and Iran.

    Western nations, Mr. Azizi said, must not be included in implementing the proposed scheme. And the 85,000 Soviet troops supporting Afghan President Babrak Karmal's government must leave the country before the scheme could begin. Soviet troops have been in Afghanistan since December 1979, when Mr. Karmal took power during a coup which Moslem rebels are still opposing. Under the Iranian plan, Pakistan and a third Islamic country, so far unnamed, should provide the peace-keeping force. Another Iranian deputy Foreign Minister, Mohammad Lavasani, recently returned from talks in Islamabad. He had reported that Pakistani officials had welcomed the outline of the plan.
