    Background: Lawyers from 32 French-speaking countries, mainly African and Asian, have bene attending the 7th congress of the French-speaking International Law Institute. (IDEF - Institute International de Droit d'Expression Franchise). The delegates included ten Ministers of Justice.

    The congress was arranged for the lawyers to exchange ideas, and also to try to harmonize different viewpoints on the question of the law of succession in various countries. It ran from September I-II.

    The IDEF is a private organisation, founded by M. Rene Cassin, a French jurist and former winner of the Nobel Peace Prize. It exists to co-ordinate and harmonize legal principles in different nations.

    SYNOPSIS: The speech, warmly received by the audience, also expressed appreciation to the Republic of Zaire for the welcome given to the delegates.

    The Zaire Minister of Justice, le Citoyen Kabuita, told the delegates it was a pleasant coincidence for them to be meeting in Kinshasea at a time when Zaire was planning several reforms. He said he would announce details of these reforms later. Although lawyers had attended the conference as private individuals, many of them will be making reports to their governments on the progress achieved.
