Background: The 7th Ordinary session of the Council of Ministers is being held at Africa Hall which is ordered with the flags of all the member-countries of the OAU.
The four-man Ghana delegation to the conference is being led by Brigadier A.K. Ocran, member of the N.L.C. the Brigadier, accompanied by the Ghana Ambassador in Addis Ababa, M. E.M. Debrah who is a member of the delegation was among the first to arrive for the conference
The opening session was attended by delegates from all the member countries of the OAU except Guinea. Other members of the Ghana delegation are Mr. H. R. Amonoo, Supervising Principal Secretary, Ministry of External Affairs and Mr. A.A. Cato, First Secretary at the Ghana Embassy in Addis Ababa.
Shortly after the delegates had taken their seats, Emperor Haile Selassie arrived to open the conference. He was met at the entrance of the conference room by the outgoing Chairman of the Council of Minsters, Mr. Ketema Yifru of Ethiopia. The Emperor Minsters, Mr. Ketema Yifru of Ethiopia. The Emperor referred to the conflict between Ghana and Guinea and appealed to the two countries to try to settle their differences amicably.
He warned that certain forces are out to bring disunity among African States. He referred to the South West Africa issue and said he was happy that the U.N. General Assembly has passed a resolution calling for the termination of South Africa's mandate over the territory.
The formal opening over the conference plunged straight into business by admitting the two newly independent African states of Botswana and Lesotho into the membership was supported by Zambia and Liberia and that Lesotho by Tanzania and Tunisia.
The leader of the Botswana delegation expressed happiness at his country's admission. He said his country will abide by the OAU Chatter and help contribute to its success and solidarity.
The leader of the Lesotho delegation called on the member countries of the OAU to help Lesotho to build up her economy. He said Lesotho will never surrender independence to notwithstanding Lesotho geographical ??? South Africa. He announce that the King of Lesotho will attend the Heads of State conference due to open on Thursday.
He said this shows the importance Lesotho attaches to the OUA.
Next to speak was Mr. Ketema Yifru, who presided over the opening session. He congratulated Botswana and Lesotho on their admission and welcomed them to the organisation.
During a recess, the Secretary General of the OAU Mr. Diallo Telli of Guinea had a friendly chat with Brigadier Ocran and Mr. Debrah.
