Background: The foreign ministers of the European Economic Community meeting in Dublin, Ireland, today Thursday (13 February), centred their foreign policy discussions on the recognition of the Palestine Liberation Organisation.

The ministers discussed ways of getting the stalled dialogue with Arab countries under way again and have agreed on a broad formula that will enable the participation of the PLO.

It was reported that they have agreed that it would accept a PLO representative in an Arab delegation in working groups -- but not for subsequent plenary sessions -- provided that this is not taken to imply formal recognition of the PLO.

The EEC is interested in working with the Arab countries on the oil problem and the recycling of their earnings from oil sales.

Although preliminary contracts have been made, there is little progress because of an Arab request that the PLO should be included in any such meeting.

Sources said it was hoped that today's agreement would be acceptable to the Arabs and allow contacts on economic, industrial and technical co-operation to get under way.
