    Background: Premier Tshombe's insistence that law and order prevails in Katanga, dissident province of the Congo Republic, seems to be borne out by our film showing people of Elisabethville going about their business and pleasure in a very peaceful atmosphere. The only outward signs of tension are military jeeps driving occasionally through the main thoroughfares.

    A full declaration of support was given to Premier Tshombe Aug 8 by chiefs of 21 Katanga tribes. They promised that all tribal warriors will be placed at his disposal to repel invasion by any uninvited forces. Later the same day Mr. Tshombe was elected head of state by 53 votes to none, with six abstentions, at a session of the provincial assembly. For the present he will continue as Premier.

    UN Secretary-General Dag Hammarskjoeld was flying back to the Congo Aug 9 after gaining a promise of wider powers from the 16-hour session of the Secretary Council Aug 7-8. Belgium had been called upon to withdraw all her troops from all parts of the Congo immediately, and the UN force has been authorised to go into the Katanga Province.
