The United States ambassador to the United Nations, Mr Andrew Young, has called on Vietnam to withdraw its armed forces immediately from Kampuchea (Cambodia).

YOUNG: "What is the responsibility of this council? In answer to that question, my government believes we must look at one essential contemporary fact. The troops of one country area now occupying the territory of another, and have imposed a new government on it by force of arms. This fact leads us to the conclusion that the solution to the problem we are discussing is clear: Vietnam must immediately withdraw its armed forces from Kampuchea; must respect that country's territorial integrity; and make credible its intentions to respect the territorial integrity of other states in the region. It must respect these principles, which have been stated, reiterated and amplified countless times by every member of this council. Vietnam has that obligation to every member of this council, and of this organisation, because it is a signatory to the charter of the United Nations. That Vietnam is aware of these obligations is clear from the statements made by its own Prime Minister during his recent tour of Southwest Asia, and quoted only recently by the representative of Singapore. Mr President, during the past year, as the situation in Indochina became more critical, my government repeatedly drew attention to the dangers present. We urged both sides to show restraint. We asked that they relax cruel demands on their own people, not only in the name of decency and human dignity, but also for the purpose of reduced tensions. We encouraged other governments to take more seriously the dangers present. By November 1st 1978, we took the carefully-considered step of addressing a latter to the Security Council. which underscored the security risk along the border with Vietnam, and expressed deep concern over the human rights situation in Kampuchea itself. In a parallel move with others, we encouraged the Secretary General to visit the area to promote peaceful settlement. Unfortunately, our warnings were not heeded. Vietnam refused to receive the Secretary General on an urgent basis, and a military solution carefully
prepared over a period of months unfolded last week."
