Some people say the largest flaw on Governor Shapp's record has bene the problem of corruption in the state government . Since he's been governor, a number of state employed have ben indicted, and several have been convicted. The governor's critics say that is the worst record of honesty in the history of Pennsylvania. Governor Shapp, what do you say to that?
Shapp is the first Jewish candidate ever to make a serious run for the Presidency, and in Florida he does a lot of campaigning among Jewish voters, He says religion is not an issue.

Milton Shapp's campaign is based on the reposition that a man who can run one state...can run 'em all.
He's telling people in Massachusetts and Florida what he's done as Governor of Pennsylvania. And he's trying to convince them it will work in Washington as well as it does in Harrisburg.
When Shapp became governor, the state was five hundred million dollars in debt, and close to bankruptcy. This year he presented a balanced budget--with no tax increases.
The governor's budget message is now being used as a campaign document--handed the usual position papers and campaign biographies.
He says the answer to unemployment is to stimulate the economy through government investment in Project like a building and ???
He says the way to curb inflation is to break up shortages and price-fixing, and not to cut back on jobs.
He says the problem of busing to integrate schools can be avoided by making mixed schools attractive.
He favours the concept of detente, but wants to read the fine print--and bargain with strength. in the future.
But that doesn't rule out a timely reference to a mutual Interest

Shapp knows he does not stand out in a crowd. People keep asking him, in a tone of disbelief: "Why are you running?" The answer is: he thinks he's the best ??? ??? in the field.
TV talk shows and small gatherings show Milton Shapp at his best--talking about his record as a businessman and a governor--arguing that what Washington needs is good management.
He says he could reduce government payrolls and improve government services at a lover cost, with sound business management.
Eating ceremonial meals and speaking to small groups, Shapp can be convincing. His trouble is...the groups are too small, and time is too short. An NBC News poll taken late in January showed him running last. Most voters didn't know he was ???. But Milton Shapp is not discouraged.
