    Background: Belgian Foreign Minister Paul Wigny left Brussels for New York, August 6, where he will attend a meeting of the United Nations Security Council, scheduled for August 7, but postponed a few hours until a Congolese Government delegation arrives.

    New York is now the Mecca of all concerned in the drama of the Congo Republic, and its separatist province, Katanga. Congolese Premier Lumumba is flying there from Ghana to join his deputy, Gizenga, and a Katangan delegation is en route.

    The delay in the Security Council's meeting will probably prove useful; it should enable the four small nations members - Argentine, Ceylon, Ecuador and Tunis - to form a common attitude to intervention in Katanga, on which they were reported previously divided.
