AL-FAISAL: "We have expressed that in our opinion that there are aspects of the declaration that are positive. We stated that for the first time the general declaration expressing the joint view of the Community on self-determination for the Palestinian people has been given. And this we thought was an important step as a principle for the solution to the Middle East problem. We thought it healthy also that specific mention was given to the illegality of the establishment of settlements in the territories, in the arab territories. And specifically the mention of Jerusalem, which indicated to us that the European Community recognises the centrality of this most important and most significant issue. We have, however, indicated that such issues which are recognised as central and for which principles have been enunciated by the European Community, that together with this there have been some vagueness on these principles, especially as regard to the issue of Palestinian representation by the PLO, and of the necessity for the return of jurisdiction over Jerusalem, the return of Arab jurisdiction over Jerusalem. We thought that in recognising the principles on which such solutions should be made, we were hopeful that the European Community could see its way to suggestions, forms of implementation such as the insistence on the return of jurisdiction of Jerusalem to the Arab, to Arab jurisdiction and recognition of the Palestine Liberation Organisation as the representative of Palestinian people. So the declaration has some positive signs in it, but we thought it fell short of the statement that could be implemented as a basis for a settlement."

The Saudi Foreign Minister, Prince Saud al-Faisal, said that while there are positive aspects in the recent EEC statement on the Middle east, it falls short of a statement which can be implemented as a basis for a settlement.
SYNOPSIS: Between the rounds of talks in Bonn, King Khalid paid a flying visit to West Berlin. After King Khalid's talks with West German Chancellor, Helmut Schmidt, a joint announcement said that the outlook for dovetailing the strengths of the two economies is good. West Germany is keen to ensure that oil continues to flow smoothly from Saudi Arabia - who in return want to draw on West German technological and monetary expertise.
