  • Description

REPORTERS SPEAKING IN WASHINGTON AND MR WILSON SPEAKING IN LONDON (SOF).

TRANSCRIPT: WILSON: "WE VIEW IT SERIOUSLY, BUT WE ARE NOT PANICKING ABOUT IT. WE VIEW IT PRETTY SERIOUSLY I THINK IT IS QUITE PLAIN THAT CHINA IS GETTING FAIRLY USED TO FINISHING IN TROUBLED WATERS AND THIS, IN OUR FEELING, IS EXCEEDINGLY TROUBLED WATERS. WE HEAR, OF COURSE, THAT THERE HAS BEEN AN EXTENSION OF THE TIME LIMIT PROVIDED AND WE ARE WATCHING IT VERY CAREFULLY. AND, OF COURSE, IT IS RIGHT THAT WE SHOULD BE IN THE CLOSEST TOUCH NOT ONLY WITH ALL OUR COLLEAGUES IN THE UNITED NATIONS, BUT PARTICULARLY WITH WASHINGTON."

QUESTION: "DO YOU CONSIDER IT AS SOME DO -- A BLUFF?"

WILSON: "I THINK IT WOULD BE WRONG TO START SPECULATING ABOUT THAT NOW. WE MUST TREAT IT PRETTY SERIOUSLY, BUT NOT GET INTO A PANIC."

QUESTION: "MR PRIME MINISTER, IF CHINA MAKES GOOD ON ITS THREAT AGAINST INDIA, DO YOU THINK THE FREE WORLD CAN SIT BY AND DO NOTHING?"

WILSON: "I THINK WE MADE VERY PLAIN LAST TIME THAT YOUR COUNTRY AND OURS, THAT WHEN INDIA WAS THE SUBJECT OF AGGRESSION FROM CHINA, WE WOULD HELP INDIA AS WE DID TO RESIST THAT AGGRESSION. WE HAVE GOT TO SEE WHAT HAPPENS AND WE HAVE GO TO ACT TOGETHER. I DO NOT THINK IT WILL DO ANY GOOD BY SPECULATING IN ADVANCE ABOUT HYPOTHETICAL SITUATION."

Background: THE UNITED NATIONS SECURITY COUNCIL TODAY (MONDAY) TOOK A TOUGHER LINE ON THE WAR BETWEEN INDIA AND PAKISTAN. THE COUNCIL DEMANDED THAT BOTH SIDES STOP FIGHTING BY 0700 GREENWICH MEAN TIME ON WEDNESDAY (SEPTEMBER 22.)
THIS IS ONLY THE SECOND TIME IN ITS 20-YEAR HISTORY THAT THE WORLD ORGANISATION HAS MADE SUCH A DEMAND. THE FIRST TIME WAS DURING THE ARAB-ISRAELI WAR OF 1948.

TODAY'S MOVE BY THE COUNCIL, AFTER MORE THAN 14 HOURS OF DISCUSSIONS, CAME AS INDIA AND PAKISTAN CONSIDERED A MEDIATION OFFER BY RUSSIA FOR PEACE TALKS IN MOSCOW. BUT AS THE DIPLOMATIC OFFENSIVE TO END THE FIGHTING ENTERED A NEW PHASE, CHINA ALLEGED ANOTHER VIOLATION OF THE FRONTIER BETWEEN THE TWO COUNTRIES.

THE ULTIMATUM BY THE CHINESE PEOPLE'S REPUBLIC TO INDIA WAS ONE OF THE TOPICS DISCUSSED BY MR HAROLD WILSON, BRITAIN'S PRIME MINISTER, DURING A TRANS-ATLANTIC PRESS CONFERENCE LAST NIGHT VIA THE EARLY BIRD SATELLITE.

THE FIRST QUESTION POSED TO HIM WAS WHETHER HE THOUGHT THE CHINESE ULTIMATUM WAS SERIOUS.
