    Background: THE LIBERATION COMMITTEE OF THE ORGANISATION FOR AFRICAN UNITY (OAU) BEGAN ITS NINTH REGULAR SESSION IN DAR-ES-SALAAM YESTERDAY (WEDNESDAY), WITH AN IMMEDIATE ATTACK ON THE RHODESIAN GOVERNMENT OF MR. IAN SMITH, AND ON BRITAIN FOR ALLOWING THE SMITH REGIME TO SURVIVE.

    ATTENDING THE SESSION ARE DELEGATES FROM ALGERIA, CONGO-LEOPOLDVILLE, ETHIOPIA, GUINEA, NIGERIA, SENEGAL, SOMALIA, TANZANIA, UGANDA, ZAMBIA AND THE UNITED ARAB REPUBLIC.

    THE LIBERATION COMMITTEE WAS ESTABLISHED THREE YEARS AGO TO CO-ORDINATE AID FROM INDEPENDENT AFRICAN STATES TO NATIONALIST MOVEMENTS IN COLONIAL TERRITORIES.

    MR. OSCAR KAMBONA, TANZANIA'S MINISTER FOR REGIONAL ADMINISTRATION, AND CHAIRMAN OF THE LIBERATION COMMITTEE, TOLD DELEGATES THAT AFRICAN SCEPTICISM ABOUT SANCTIONS TO BRING DOWN THE SMITH REGIME IN RHODESIA, HAD BEEN TOTALLY VINDICATED.

    YESTERDAY'S OPENING SESSION WAS CONDUCTED IN PUBLIC. FROM NOW ON THE DELEGATES WILL MEET IN PRIVATE.
