Background: African leaders, European and American businessmen are arriving in the Liberian capital of Monrovia to take part in the 75th birthday celebrations of President William Tubman.
Among the first arrivals was the Sierra Leone Governor General, Mr. Tejan Sie and his wife. They will join other guests celebrating the diamond jubilee of President Tubman which begins in his birthday next Sunday.
President Felix Houphouet-Boigny of the Ivory Coast is expected in Monrovia on the 30th participate in the anniversary and to dedicate a road linking Harper City, the President's birth place, with the border town of Tabou in the Ivory Coast.
The people of Harper have built several public buildings to be dedicated on the occasion of the President's diamond jubilee, as the celebrations have been officially styled this year
They include a 1.2 million dollar (445,000 sterling) technical college, a city hall, a museum and library and a new water project constructed and financed by the West German Government.
