    Background: Premier Fidel Castro of Cuba announced Jan 20 the end of the "emergency" that he had decreed Jan 1 when he said ex-President Eisenhower would sponsor an invasion before handing over the President Kennedy. From a balcony of the Presidential Palace in Havana, he announced the disbandment of the militia to 40,000 militiamen and "young rebels" tightly packed in the square below.

    Flags and guns were waved to the accompaniment of loud cheers as he praised their courage and told them that an invasion would have been launched but for their determination.

    Some 400,000 militiamen and auxiliaries of all ages were mobilised during the "emergency". They were paid their usual rates by their normal employer, and provided their own clothing. The men will now return to civilian life and the anti-aircraft guns and machine guns that have been positioned along Havana's seafront will be taken away.
