    TRANSCRIPT: SEQ. 12: PRESIDENT NYERERE: "IT IS AN OCCASION OF GREAT HAPPINESS FOR THE PEOPLE OF EAST AFRICA AS IT MARKS THE INAUGURATION OF THE EAST AFRICAN COMMUNITY AND THE BEGINNING OF A NEW PHASE IN OUR WORKING TOGETHER. (APPLAUSE) STILL LESS IS IT OUR INTENTION THAT THE COMMUNITY SHOULD IN ANY WAY REDUCE THE FRIENDSHIP AND CO-OPERATION OF ANY ONE OF US WITH ANY OF OUR NEIGHBOURS. ON THE CONTRARY, WE HOPE THAT THE COMMUNITY WILL MAKE SOME CONTRIBUTION TO THE DEVELOPMENT OF PEACE AND PROSPERITY THROUGHOUT EASTERN AFRICA." (APPLAUSE).

    Background: TANZANIA, KENYA AND UGANDA WERE FORMALLY LINKED TOGETHER (FRIDAY) IN A NEW EAST AFRICAN ECONOMIC AND SOCIAL COMMUNITY AT A CEREMONY IN ARUSHA. ETHIOPIA AND ZAMBIA IMMEDIATELY SAID THAT THEY WOULD LIKE TO JOIN.

    THE NEW COMMUNITY WAS INAUGURATED BY PRESIDENT JULIUS NYERERE AT THE NORTHERN TANZANIAN TOWN WHICH IS THE REGION'S GEOGRAPHICAL CENTRE AND WILL ALSO BE THE COMMUNITY'S CAPITAL.

    ETHIOPIA AND ZAMBIA BOTH ASKED FOR NEGOTIATIONS TO OPEN LEADING TO MEMBERSHIP OF THE COMMUNITY, WHICH PUTS INTO FORCE AGREEMENTS EMBRACING EVERYTHING FROM A REGIONAL COMMON MARKET AND DEVELOPMENT BANK TO FISHERIES RESEARCH AND HIGHER EDUCATION.

    IN ITS PRESENT FORM, THE COMMUNITY COVERS 28,000,000 PEOPLE IN TANZANIA, KENYA AND UGANDA. IF ETHIOPIA AND ZAMBIA JOIN, THE COMMUNITY WILL SPREAD OVER A SIZEABLE PART OF EAST AFRICA AND EMBRACE OVER 54,000,000 PEOPLE.

    THE INAUGURATION CEREMONIES WERE ATTENDED BY REPRESENTATIVES OF MANY OTHER AFRICAN COUNTRIES, TOGETHER WITH MINISTERS, AMBASSADORS AND FOREIGN DELEGATIONS INCLUDING ONE FROM THE PEOPLE'S REPUBLIC OF CHINA.

    IN ADDITION TO PRESIDENTS NYERERE, MILTON OBOTE OF UGANDA AND JOMO KENYATTA OF KENYA, THE DISTINGUISHED GUESTS INCLUDED EMPEROR HAILE SELASSIE OF ETHIOPIA, PRESIDENT KENNETH KAUNDA OF ZAMBIA AND PRESIDENT DR ABDI RASHID ALI SHERMARKE OF SOMALIA.

    THE SECRETARY-GENERAL OF THE ORGANISATION OF AFRICAN UNITY, M. DIALLO, TELLI, SAID IN ARUSHA TODAY (SATURDAY) THAT THE SETTING UP OF THE NEW COMMUNITY WAS ONE OF THE MOST IMPORTANT DAYS IN THE BUILDING OF AFRICAN UNITY.
