The French Secretary of State, M. Segard, arrived in the Ivory Coast on 28 July for a five day official visit. During his stay, M. Segard met with Ivorian telecommunications experts and the President of the Ivory Coast, Felix Houphouet-Boigny.

The agreement was signed during a visit to the Ivory Coast by the French Secretary of State for Posts and Telecommunications, M. Norbert Segard.
SYNOPSIS: M.Segard - wearing glasses - paid a visit on Friday to his counterpart in the Ivory Coast government, M. Kone Bengali. The two men discussed ways of improving French technical aid to the Ivory Coast to develop its telecommunications industry. M. Segard and his delegation also toured several construction projects already well under way, with some nearing completion.
Later in the day, M. Segard and M. Bengali returned to the Ivorian Ministry of Telecommunications to sign the agreement on future cooperation. One of the immediate results will be the use of French technicians to help run the information services and to set up a telecommunication training centre. A communique said the development of the Ivory Coast's telephone system would be the subject of Major exchanges between the two countries. M. Bengali said the main aim of his country was to choose the best telephone system of the many in use throughout the world. The two countries will have regular meetings to examine progress of the telecommunications projects.
