Background: The new United States Ambassador to India, Mr, William Saxbe arrived in New Delhi on Saturday (March 8)---two weeks late and with an admission he is out of touch with recent developments in the Pakistan arms embargo.
Mr. Saxbe was due to arrive on February 22. Then the United States lifted its embargo on arms sales to Pakistan. Mr. Saxbe was told by the State Department to stay in Bangkok until the anti-American feeling in India died down. In Bangkok Mr. Saxbe was quoted as saying he did not understand the reason for the lifting of the arms embargo, but as an American representative he would of course support it.
Mr. Saxbe arrives in India at a difficult time in his country's relations with India. The Indian anger over the arms embargo has died down somewhat, but the unusual circumstances and statements surrounding his taking up the post have not helped matters.
