    Background: Energy ministers from leading oil consuming nations have agreed that conservation measures are still needed despite the current glut of crude oil on world markets. Delegates from 21 nations including the United States, Japan, and members of the European community, convened on May 24 in Paris for the annual meeting of the International Energy Agency (IEA). Three days earlier, at a meeting of delegates from oil producing countries, ministers of the Organisation of Petroleum Exporting Countries (OPEC) decided in Ecuador to maintain cuts in oil production, and keep oil prices at their present benchmark level of 34 dollars per barrel. IEA officials expect the group's oil consumption to increase by some 500,000 barrels-a-day in 1983, and more if there is a general recovery bilateral contacts between OPEC producers and IEA consumers, but doubt that formal links would achieve much.
