    Background: NGWAZI DR. KAMUZU BANDA, THE PRESIDENT OF MALAWI, ANNOUNCED PLANS EARLIER THIS MONTH FOR OPENING UP MALAWI'S UNDERDEVELOPED NORTHERN HINTERLAND. THE PRESIDENT DETAILED THESE PLANS DURING A CEREMONY AT MONKEY BAY ON LAKE MALAWI, DEDICATED TO THE COMMISSIONING OF A MOTOR VESSEL, THE 'CHAUNCY MAPLES, FOR SERVICE AS A PASSENGER VESSEL.

    HEADING THE EXCITED CROWDS WAITING TO GREET PRESIDENT BANDA ON HIS ARRIVAL AT THE LAKESIDE COMMISSIONING PLATFORM WAS THE MINISTER OF HEALTH & LOCAL GOVERNMENT, MR. G.W. KUMTUMANJI, WHO IS ALSO THE REGIONAL MINISTER FOR THE SOUTHERN REGION. AS USUAL, THERE WERE THE TRADITIONAL DANCERS TO ADD LOCAL COLOUR THE CEREMONIES.

    THE 'CHAUNCY MAPLES' IS NOT A NEW SHIP -- IT HAS ALREADY SERVED WELL AS A MISSIONARY STEAMER, AND WAS ORIGINALLY BUILT IN SCOTLAND. HOWEVER, OVER THE PAST FEW MONTHS THE VESSEL HAS UNDERGONE SEVERAL SEA-WORTHINESS TESTS FOLLOWING UPON ITS CONVERSION, UNDERTAKEN WITH BRITISH FINANCIAL AND TECHNICAL HELP, AT COST OF OVER GBP80 THOUSAND STERLING. IT IS BUILT TO CARRY SOME 190 PASSENGERS.

    SPEAKING AT THE CHAMPAGNE LAUNCHING PRIOR TO HIS INAUGURAL SAIL ON THE LAKE, THE NGWAZI APPEALED FOR AN END TO REGIONALISM, RACIALISM, AND TRIBALISM IN MALAWI. 'EVERYONE,' HE SAID, 'MUST FEEL SAFE AND SECURE, REGARDLESS OF THE COLOUR OF HIS SKIN OF THE TEXTURE OF HIS HAIR.' EXPANDING THE PLANS FOR OPENING UP THE NORTHERN HINTERLAND, HE SAID A CANAL IS TO BE DREDGED IN THE SHIRE RIVER FROM LAKE MALAWI TO LIWONDE, TERMINAL OF THE INDIAN OCEAN RAILWAY LINK, THIS WOULD ENABLE SHIPS TO TRAVEL OBJECT FROM THE NORTHERN LAKE-SHORE PORTS TO THE NEW RAILHEAD AND UNLOAD GOODS FOR NACALA.
