Background: MANY EXTRA POLICE WERE ON THE ALERTON SEPTEMBER 25 1961 AS NEARLY 2,000 BHUDDIST MONKS CONDUCTED A VIGOROUS DEMONSTRATION IN THE STREETS OF RANGOON. THEY WERE PROTESTING AGAINST THE AMENDMENT TO THE CONSTITUTION - TO BE VOTED ON BY THE BURMESE PARLIAMENT THAT DAY WHICH WOULD GIVE NON-BHUDDIST MINORITY GROUPS FREEDOM OF RELIGIOUS WORSHIP.

THE MONKS, WHOSE RELIGION WAS RECENTLY INTRODUCED AS THE OFFICIAL STATE RELIGION BY THE GOVERNMENT, STOPPED CARS APPROACHING PARLIAMENT BUILDING AND ATTEMPTED TO PERSUADE MEMBERS OF PARLIAMENT NOT TO VOTE FOR THE AMENDMENT.

POLICE EFFECTIVELY CONTROLLED THE SITUATION AS THE BHUDDIST 'ACTION COMMITTEE' SURROUNDED THE RESIDENCE OF PRESIDENT U WIN MAUNG AND REQUESTED HIM NOT TO SIGN THE BILL.
