Background: Hurricane "Donna" hit Puerto Rico September 5 with tidal waves and more than eleven inches of rain causing the worst floods in years. Thousands were forced from their homes, hundreds more are still reported stranded in isolated areas.

Worst hit was the town of Humacao on the southeast shore where many homes were completely washed away. So far more than 100 are known dead and two hundred missing. The figure is sure to go higher when communications are restored.

Hurried funerals were ordered for the victims to prevent possible epidemics. While the funerals were going on, refugees continued to flock into the unaffected areas compounding the relief problems of the Red Cross. So far, nearly 4500 are reported homeless by island relief officials. Many areas are still unaccessible.
