SPEECH ON FILM (TRANSCRIPT) (SEQ 1) KIRKPATRICK: "Yes, Israel should be condemned. Yes, the I.A.E.A. should be strengthened and respected by all nations. And yes, too, Israel's neighbours should recognise her right to exist and enter into negotiations with her to resolve their differences."

SPEECH ON FILM (TRANSCRIPT) (SEQ 8) BLUM: "Mr. President, Israel unreservedly rejects the biased and one-sided resolution just adopted by this council. The resolution fits into the pattern of so many of the resolutions of the same kind which have consistently and deliberately ignored the root cause of the Arab-Israel conflict and of all its manifestations: namely, the refusal of most Arab countries to come to terms with Israeli's existence and their avowed intention, expressed in their ongoing aggression against my country to bring about its liquidation."

Background: INTRODUCTION: The United Nations Security Council strongly condemned the 7 June attack by Israeli jets on Iraq's nuclear reactor when it met and voted on the issue on Friday (19 June). In a statement before the vote, the chief United States delegate, Jeane Kirkpatrick, agreed to the condemnation of Israel for the attack, but also called for negotiations and moderation.

SYNOPSIS: The 15 nations then voted unanimously, strongly condemning the attack. The text of the resolution had been completed the previous night (18 June) after three days of negotiations between Iraq and the United States. The Iraqis had a first sought mandatory sanctions against Israel. The vote represented a rare decision by the United States to support condemnation of Israel, its friend and ally.

The resolution stated the Council's view that Iraq was entitled to appropriate redress for the destruction it had suffered....
Israel has announced that it will pay compensation to the family of a French technician who was killed in the jet strike. But in the United Nations, Israel's chief representative, Yehuda Blum said his government rejected the Security Council call, and as he spoke the Iraqi delegation walked out of the Chamber.
