    SPEECH (TRANSCRIPT)
BARRON: "A beguiling place in which to track down smugglers. The hill country around Donemare five miles from the border of humour is to say the least 'puckish' (mischievous). One corner of Northern Ireland largely untouched by the troubles. A good mix of Protestant and Catholic farmers at ease with each other. But travellers, and smugglers too. should perhaps bring a compass to cope with the unexpected. And the odd nooks and crannies where road signs can be found. This is Donemare sheep fair, the largest in all Ireland. Up to 4,000 sheep a week are auctioned and most are immediately smuggled into the Irish Republic. Usually those Ulster farmers get a generous EEC subsidy on each animal to stabilize incomes and protect them from currency fluctuations. If the sheep are sold abroad farmers should repay the subsidy, they do not because technically these sheep are being sold in Northern Ireland. The persuasive skill of Campbell Rankin, himself a farmer in the Republic. (SOUND OF AUCTIONEER) The buyers too are mainly southerners. They'll happily pay the northern farmers, no questions asked From the republic the sheep go to France. These men resent being called smugglers, they share a turn-over nearing ten million pounds (approximately 19 million dollars) a year."
BURTON: "It's the cowboys who come in who smuggle the sheep northwards, instead of southward. It's still where the big money is being made in the town of (indistinct). People buying in the south, smuggling to the north and collecting south. We do not do that , we've always, I've always bought here to go to south."
BARRON: "What happens if you run into Customs? Do you ever run into Customs?"
BURTON: "Oh yes -- no comment. As I say, myself, I'm not involved."
BARRON: "Unless you get someone else to do it?"
BURTON: "When the sheep arrive in Southern Ireland."
BARRON: "After dark these Irish trucks slip between the frontier Customs and police posts to a Dublin meat factory."

Background: COUNTRY TYRONE, NORTHERN IRELAND, U.K.

INTRODUCTION: Some of the rules and regulations of the ten nation European Economic Community (EEC) have bewildered industrialists and farmers in the member states. However they can be used to one's advantage as a large scale smuggling operation across the Northern Ireland border with the Irish Republic appears to prove. EEC officials are concerned as they believe the smuggling, designed to move agricultural are concerned as they believe the smuggling designed to move agricultural commodities to where to the Community's subsidies are greatest, could be costing up to 40 million dollars a year. Brian Barron of the British Broadcasting Corporation reports from County Tyrone on the Northern Ireland side of the border.
