    Background: A TICKER TAPE WELCOME GREETED PRESIDENT AND MRS KENNEDY ON THEIR ARRIVAL IN SAN JUAN, CAPITAL OF PUERTO RICO, ON DECEMBER 15. SIGNS BEARING WELCOME MESSAGES AND A CROWD OF 300,000 JAMMED EVERY VANTAGE POINT ALONG THE ROUTE AS THE AMERICAN PRESIDENT AND HIS WIFE DROVE THROUGH THE NARROW STREETS IN A BUBBLE CAR. AFTER THE PROCESSION THE KENNEDY APPEARED WITH GOVERNOR LUIS MUNOZ-MARTIN ON THE BALCONY OF HIS RESIDENCE.

    THE FOLLOWING DAY, DECEMBER 16, THE COUPLE LANDED IN CARACAS, VENEZUELA, WHERE, DESPITE THREATS OF VIOLENCE FROM A SMALL TERRORIST GROUP, THE WELCOME WAS AGAIN WARM AND ENTHUSIASTIC, THEY WERE MET AT THE AIRPORT BY PRESIDENT ROMULO BETANCOURT OF VENEZUELA.

    THERE WERE NO SIGNS OF A REPETITION OF THE INCIDENT THAT OCCURRED IN 1958 WHEN VICE PRESIDENT RICHARD NIXON WAS STONED AND INSULTED ON A SIMILAR VISIT. BUT THE GOVERNMENT WAS TAKING NO CHANCES AND AN ESTIMATED 30,000 TROOPS AND POLICE GUARDED THE ROUTE.

    SPECIAL PRECAUTIONS INCLUDED A ROUND THE CLOCK ALERT, THE CLOSING OF A HIGHWAY 24 HOURS BEFORE THE COUPLE WAS DUE TO USE IT, AND SPOT CHECKS OF MOTOR VEHICLES FOR WEAPONS.

    HOWEVER THERE WERE NO INCIDENTS. PRESIDENT KENNEDY DELIVERED THE MAJOR ADDRESS OF HIS VISIT AT THE DEDICATION OF A NEW AGRARIAN HOUSING PROJECT SOME MILES FROM CARACAS.
