    SCU M. Gutt speaking:- "At the beginning of March, 1941, the Chancellor of the Exchequer asked to see me. He explained that Great Britain had bled herself white to pay for her orders for war material in America. For that purpose, she had not only used her gold, but also the allies to a large part of her foreign investments. The lease-lend bill was being discussed by the United States legislatures, but this mighty lapse before the bill was passed, and meanwhile there was a risk that deliveries of war material might be stopped if britain didn't find gold to pay for them. Britain asked Belgium to help her by supplying her with 3,000,000 ounces of gold which were required to take her over. I replied that I would consult a council of ministers that same evening but I didn't doubt for a moment what their answer would be. We were, in fact, unanimous. Three years later the agreement as signed. One of its clauses set forth the method of repayment. In accordance with that clause the 3,000,000 ounces of gold have now been returned to us."
