Background: Somalia' Foreign Minister, Dr. Abdriahman Jama Barre, has bitterly attacked foreign intervention in the Horn of Africa. is comments came during a four-day official visit to India, which ended on Wednesday (4 April). He said the situation in the areas was explosive and complicated because of intervention by foreign powers. Somalia supports the guerrilla movements fighting in the disputed Ogaden area of its neighbour, Ethiopia.

SYNOPSIS: Dr. Barre made his remarks before meeting the India Prime Minister, Mr. Morarji Desai, in New Delhi. The Somali delegation held talks mainly concerned with the non-aligned movement and the forthcoming meeting of the movement's bureau in the Sri Lankan capital of Colombo. Somalia's involvement with the non-aligned nations has increased since it renounced and expelled six thousand Soviet personnel in 1977. The break came soon after Soviet and Cuban aid began to revive Ethiopia's military strength.

Dr. Barre's visit was chiefly concerned with talks at the Indian Foreign Ministry. And it was during his meeting with India's Foreign Minister, Atal Bihari Vajpayee, that he referred to the involvement by major powers in the Horn of Africa-While Somalia's President has said this year that his country is willing to negotiate the re-establishment of diplomatic relations with both the Soviet Union and Ethiopia, Dr. Barre made no public reference to this in India.
