Background: The South Vietnamese Prime Minister, Air Vice Marshal Nguyen Cao Ky, presided over a graduation ceremony for 3,000 rural pacification cadres. The ceremony was held on Thursday at the former holiday resort of Vung Tau, about 45 miles (72 kms) South-East of Saigon.
The cadres, consisting of Vietnamese youths, wear a black uniform. Their task is to bring about effective Government control in the countryside and to do everything they can to aid the peasant farmers.
Prime Minister Ky told the young cadres that the next few months would be crucial in the country's struggle against the Viet Cong. Apparently referring to next September's Presidential elections, he said "the steps we are going to take in a few months, if carried out firmly -- and I can foresee that they will be firm -- will rob the Viet Cong of any hope of victory."
But he warned that the Viet Cong would mount an all-out effort to disrupt the present Government.
