    RUSSELL TRAIN: "The United States superb the establishment of a permanent entity within the United Nations: a twenty-seven nation commission of the Economic and Social Council and a high-level ??? unit, to coordinate multi-national environmental activity and to provide a continuing focus to United Nations attention to environmental problems. The United States supports and urges the cation of a one-hundred million dollar U.N. environmental fund financed by voluntary contributions from member governments as proposed by President Nixon. We are prepared to commit forty-million dollars over a five-year period on a matching basis to the fund. And, I have been most heartened to hear the expressions of support and of intention to contribute to this fund which we have heard from so many delegations this morning. We support the creation of a world heritage trust, to give recognition to the world interest in the preservation of unique natural and cultural sites. We support international agreement that the earliest practicable date to control the dumping of easte in the ocean. And, we also urge appropriate national action to support this objective."



    PETER WALKER: "We support the United States proposals for a voluntary fund for the environment. We will make a suitable and substantial contribution. It, of course, will be new money additional to aide programmes and not part of those programmes. Dirty rivers, foul oceans on a much greater scale than dumping. This problem must be tackled nationally and regionally. We need a world clean rivers programme. To tackle dumping at sea, and to ignore the massive pollution from the river systems of the world, is to tackle but a small fraction of the problem."

    Background: The Untied States offered on Tuesday (6 June) to contribute 40 per cent of a proposed 100 million dollar (38 million sterling) United Nations Environmental Found, but withheld support for a permanent U.N. agency.

    U.S. Chief delegate Russell Train suggested the establishment of a 27-nation commission of the Economic and social Council to deal with environmental questions.

    He war speaking at the opening day of the general debate at the U.N. Environmental Conference in Stockhelm, Dweden. Mr. Train, Chairman of President Nixon's Council of Environmental Quality, said the new body should coordinate multi-national activity and provide a continuing focus for U.N. attention to environmental problems.

    Britain's Secretary of State for the Environment, Mr. Peter Walker, spoke in support of the United states proposal and said that Britain would make a substantial contribution to the voluntary fund. He concluded his remarks by emphasising the global scope of the pollution problem.

    SYNOPSIS: The Untied Nations conference on the Human environment opened in Stockholm, Sweden this week. The conference is seeking solutions to the dangers that threaten man's environment. On Tuesday, on the opening day of the general debate, the United States delegate, Russell Train made a proposal on how to attack the problem of pollution.

    The delegate from Britain, Peter Walker, spoke to the conference in support of the United States proposal.
