    DELANEY: "Until yesterday, the Israelis did not even want to talk about the linkage problem in these negotiations; that is, how to tie the Israeli-Egyptian peace treaty into the larger Camp David framework for Middle East peace. But in this series of meetings, covered yesterday by Israeli Television, Moshe Dayan and Egyptian acting Foreign Minister Boutros Ghali found an approach to the linkage question, which has been the only real problem in these talks."



    DAYAN: "Well then you can..."



    GHALI: "Any settlement, we can say that there's the spirit of peace."



    DAYAN: "Yes, yes, I think with (indistinct) from you and we can do without it."



    DELANKEY: "If the linkage question can be settled, and there is now reason to believe it will be, then nothing major stands in the way of completing these talks within the next few days. Israeli Defence Minister Ezer Weizman hinted at a quick warp-up yesterday in his meeting with Egyptian Chief Delegate Kamal Hassan Ali."



    WEIZMAN: "I do hope that by Wednesday we will finish."



    ALI: "I hope so, I think that everything is very well, it's going very well and ....."



    WEIZMAN: "Whatever is not going well will go well...."



    ALI: "We can solve it"



    WEIZMAN: "Good"



    DELANEY: "Finishing on Wednesday would allow the Israelis to go back to Jerusalem with an outline, have it approved by the Begin cabinet on Sunday, and then return here, for a treaty-initialling ceremony early next week."

    Background: In the United States, three days of intensive informal negotiations in Washington between the Egyptian and Israeli delegations have provided what observers call a firm basis for the formal round of talks on a Middle East peace settlement. The United States is mediating in the negotiations, which follow up the tentative agreement made between Israeli Prime Minister Menachem Begin and Egyptian President Anwar Sadat during the summit talks held at Camp David, near Washington, last month. Steve Delaney of NBC traced the gradual progress towards an accord between the negotiating teams on Sunday (15 October) and Monday (16 October).
