    Background: MR. LAL BAHADUR SHASTRI, THE INDIAN PRIME MINISTER, SAID ON HIS ARRIVAL IN LONDON TODAY (TUESDAY) FOR THE COMMONWEALTH PRIME MINISTERS' CONFERENCE THAT HE WANTED THE CONFERENCE TO CONSIDER SPECIFIC STEPS TO IMPROVE THE VIETNAM SITUATION. MR. SHASTRI WAS AMONG FIVE COMMONWEALTH LEADERS TO ARRIVE TODAY, THE OTHERS BEING MR. KEITH HOLYOAK, NEW ZEALAND'S PRIME MINISTER, PRESIDENT NYERERE OF TANZANIA, MR. LESTER PEARSON, THE CANADIAN PRIME MINISTER, AND SIR ABUBAKAR TAFAWA BALEWA, THE NIGERIAN PRIME MINISTER.

    MR. SHASTRI ARRIVED FROM CANADA, WHICH HE HAS BEEN VISITING. HE SAID THAT WHILE IN OTTAWA HE HAD DISCUSSED WITH THE CANADIAN LEADER, MR. PEARSON, THE PROSPECTS FOR A VIETNAM CEASE-FIRE. WITHOUT NAMING AUSTRALIAN OR NEW ZEALAND - WHICH HAVE SENT TROOPS TO SOUTH VIETNAM - MR. SHASTRI SAID HE OPPOSED THE INVOLVEMENT OF COMMONWEALTH TROOPS IN THE VIETNAM CONFLICT.

    MR. HOLYOAK ARRIVED IN LONDON WITH HIS WIFE AND THE SPEAKER OF THE NEW ZEALAND PARLIAMENT, SIR RONALD ALGIE. PRESIDENT NYERERE OF TANZANIA ARRIVED FROM NIGERIA, WHICH HE'S BEEN VISITING AS A STATE GUEST. MR. PEARSON OF CANADA ALSO CALLED FOR A CEASE-FIRE IN VIETNAM WHEN HE ARRIVED. HE SAID THE SOONER A CEASE-FIRE COULD BE BROUGHT ABOUT THE BETTER, BUT IT WOULD HAVE TO BE OBSERVED BY BOTH SIDES.

    THIS YEAR'S PRIME MINISTERS' CONFERENCE, TO BE ATTENDED BY 21 COMMONWEALTH LEADERS, IS EXPECTED TO SET UP A NEW MULTI-RACIAL SECRETARIAT. COMMONWEALTH DIPLOMATS ANTICIPATE SHARP DISCUSSION OVER THE EXTENT OF THE POWERS TO BE CONFERRED ON THE PROPOSED SECRETARY-GENERAL. SOME COMMONWEALTH LEADERS -- MOSTLY THE AFRICANS -- WANT THE SECRETARY-GENERAL TO HAVE EXECUTIVE POWERS, BUT THIS IS OPPOSED BY OTHERS WHO SAY IT COULD SPLIT THE COMMONWEALTH.

    SIR ABUBAKAR TAFAWA BALEWA, PRIME MINISTER OF NIGERIA, SAID ON HIS ARRIVAL IN LONDON TODAY THAT HE HAD FORMED A PLAN IN DISCUSSION WITH OTHER AFRICAN LEADERS TO SOLVE THE RHODESIAN PROBLEM. THIS WOULD BE PUT TO THE OTHER PRIME MINISTERS IN CONFERENCE. REFUSING TO GIVE DETAILS OF HIS PLAN, THE NIGERIAN LEADER SAID IT WOULD INVOLVE SUMMONING A CONSTITUTIONAL CONFERENCE AT WHICH RHODESIA'S AFRICAN LEADERS WOULD BE REPRESENTED.
