Background: British Prime Minister Andrew Heath arrived in Washington Wednesday (Dec. 16th) on his first official visit to the United States for two days of private talks with President Nixon.

Both the Prime Minister and the President have met before, twice in recent months. They are regarded as having an established affinity as conservative politicians. Mr. Heath is determined on carrying out his Conservative Party's announced policy of laissez-faire. This is in contrast to Mr. Nixon's program of moderating his right-wing policies because of opposition in Congress.

One report from London suggests it would be natural for Mr. Nixon to inquire of Mr. Heath about the Heath formula for success in politics.
