GHALI: "What happened two days ago was that the israeli wanted to add the words 'Judea and Samaria', and we refused this. And we obtain what we have asked: that we debate the worlds of 'Judea and Samaria'. Because, according to the Camp David, the words that have been written at Camp David is 'The West bank and Gaza'. GHALI: "No, you say that you are ready to study, and this will be as a second step for the negotiations. As a further step. And, if any other Arab country...if any other group of countries...non-aligned countries are ready to play such a role, we are ready to participate in this."
REPORTER: "In case that Palestinians would for certain reasons abstain from participating in the discussions, negotiations, starting one month... would it be possible that Egypt and Israel would start alone with the United States discussing the future of West Bank and Gaza?"
GHALI: "We cannot, because, after nine months, they have to participate in the elections, the elections that will create the Palestinian authority. So, we are hoping that they will participate in the negotiations. And we are hoping that, after they will see what was the result obtained from them, they will participate. And then, at this time, we will move to the second stage of the negotiations, in which the Palestinians will participate as full partner in the negotiations. The negotiations will be...negotiations will be negotiations among four parties --- the Palestinian authority, the American, the Israelis and the Egyptians. Background: The Egyptian Foreign Minister, Dr. Boutros Ghali, said on Friday (27 April) that Palestinian representatives must take part in the forthcoming first round of negotiations stemming from the Egyptian-Israeli peace treaty. Dr. Ghali told a news conference in Cairo that the two Middle East countries and the United States could not undertake these opening negotiations without the Palestinians.
