REPORTER: "Along the 131 kilometre route from Sydney, army Iroquois and Chinook helicopters patrolled overhead as hundreds of soldiers watched wearily from armoured personnel carriers. The men had moved from the Holdsworthy camp before dawn and by mid-afternoon the heat and the boredom was obviously taking its toll. The entire highway from Sydney was covered. Army vehicles were posted less than a kilometre apart along some stretches, particularly on hilly vantage points, at bridges, intersections and wherever culverts cut beneath the roadway. The Commonwealth Heads of State arrived at Bareda Manor, Bowral, after a day of massive security culminated in lightning deception. Now they are stepping out of their helicopters -- we can see them in the distance behind police cordons. If the switch, the last minute switch, from train travel to helicopter confused potential bombers, it also confused the media. Most of them made it here in the..........last minute to a scene that looks something like a film set. We can police cars, news cars and outside broadcast units and in the distance the Commonwealth Heads of State moving into a fleet of cars that were to take them inside Bareda Manor where they will be behind a very heavy police net. A discussion was held on international terrorism and it was agreed to issue a communique later. The question of drug traffic included on the agenda by our Prime Minister Mr. Fraser was not reached before lunch."

Background: Commonwealth leaders from Asia and the Pacific who have been meeting in Australia have agreed on closer consultation regarding trade, energy policies and coping with drug trafficking in the region. They also agreed on combating the growing menace of terrorism. The decisions were made during a relaxed day at a luxurious manor house at Bowral, 131 kilometres south of Sydney. The talks were moved from Sydney following Monday's (13 February) bomb blast outside the Hilton Hotel, the original venue for the conference. The blast killed two people and injured nine others, including four policemen -- none of them from the conference. There was heavy security both along the route to Bowral from Sydney and around the manor house. Hundreds of troops and police took part in the operation.
