Background: Over 100 people have died in a wave of political murders throughout the Philippines, where a bitter election campaign is reaching its climax. Nearly 11 million Filipinos vote on Monday (8 November) for eight national senators, 66 provincial governors, nearly 1500 mayors and thousands of local body representatives.

President Ferdinand Marcos says he is confident that Monday's balloting will result in an overwhelming vote of confidence for his Nationalists Party administration. The opposition Liberal party is counting on the spreading wave of violence and high food prices throughout the country to produce a big anti-Marcos vote.

The Commission on Elections has placed 12 provinces and 18 cities, considered traditional trouble spots, under its direct control and has recommended to the Supreme Court that elections in three towns should be postponed. A force of armed cadets will help police maintain order in critical areas.
