    Background: While the Moroccan Government is pressing on with its drive for the eventual evacuation from Moroccan soil of all foreign troops still stationed in the country, life is going on as normal in the Spanish zone port of Ceuta, on the northern coast of Morocco.

    With its 95,000 inhabitants, including some 10,000 Moslems, the port of Ceuta - part of the province of Cadiz, and Spanish since 1680 - is a spring-board for all troop movements between Spain and Morocco.

    The strength of Spanish troops in Northern Morocco is estimated at 3,000. About three times as many are stationed in the Ifni enclave, on the west coast. It is believed that Spain may in the near future follow the example of the French who have now agreed to withdraw their forces from Morocco.
