    Background: Four African Heads of State arrived in Dakar on Monday to report on their week-long Middle East peace mission. President Leopold Senghor of Senegal, President Joseph Mobutu of Zaire (formerly Congo-Kinshasa), President Ahmadou Ahidjo of Cameroun and General Yakubu Gowon of Nigeria were due to report to a ten-nation committee of the Organisation of African Unity, on whose behalf they undertook the mission.

    President Moktar Ould Daddah of Mauritania was among the first to arrive on Tuesday from the six other countries taking part in the meeting. He is this year's president of the O.A.U.

    SYNOPSIS: An airliner in the new colours of Air Zaire touched down in Dakar on Monday, bringing President Leopold Senghor of Senegal and President Joseph Mobutu of Zaire--formerly Congo-Kinshasa--from their week-long peace mission to the Middle East, on which they were accompanied by the Heads of State of Nigeria and Cameroun. The four African leaders were due to report to a ten-nation committee of the Organisation of African Unity, on whose behalf they undertook the mission. They were welcomed to Senegal with full ceremonial.

    Twenty minutes later, a Nigerian Airways airliner touched down, heralding the arrival of President Ahmadou Ahidjo of Cameroun and General Gowon of Nigeria, the other two members of the four-man peace mission. They were greeted by President Senghor. In advance of the meeting of the O.A.U. Committee, there was no indication whether the four had achieved a breakthrough by their visits to Israel and Egypt. When the three days of talks with Egypt's President Sadat ended on Sunday, officials accompanying the mission would only say that both sides had put their cards frankly on the table.

    On Tuesday President Moktar Ould Daddah of Mauritania arrived with his wife in a light aircraft, to be greeted in turn by President and Madame Senghor. The Mauritanian leader was among the first to arrive for the D.A.U. meeting, which he is due to preside over.

    Emperor Haile Selassie of Ethiopia, President Tolbert of Liberia, President Nyerere of Tanzania, Vice President Daniel Arap Moi of Kenya and the Ivorian Foreign Minister were also expected to attend. The meeting itself was due to be held behind closed doors.
