MOHAMMED KHIDER, THE BUREAU'S SPOKESMAN, SAID THE ELECTION-SCHEDULED FOR SEPTEMBER 2 - HAD BEEN POSTPONED "UNTIL REAL CONDITIONS OF PEACE HAVE BEEN ASSEMBLED."
    (M. KHIDER BLAMED OFFICERS OF THE LOCAL ARMY COMMAND-'WILLAYA FOUR' - FOR THE POSTPONEMENT. HE SAID THEY SOUGHT TO IMPOSE THEIR AUTHORITY ON ALGIERS; THEY HAD SEIZED THE RADIO STATION AND DOCKS AND WERE REFUSING TO CARRY OUT POLITBURO INSTRUCTIONS. TWO DAYS AGO, REBEL SOLDIERS IN THE THIRD AND FOURTH WILLAYAS SAID THEY REFUSED TO ACCEPT THE POLITBURO'S AUTHORITY. THE ARMY BLAMES THE BUREAU FOR UNEMPLOYMENT AND HUNGER.)
