The citizens of Israel do not participate in the debate that's now going on between the two branches of the American government, the executive and the legislative, but as people responsible for the security of Israel, is our right and duty to state the simple fact that this arms deal is a serious danger to the security of Israel. The particulars were not mentioned during our discussions at all. At the time I would like to remind you of the fact that I was asked several years ago whether I would approve a treaty of mutual defence. If the United States and the Pentagon should suggest such a treaty I would recommend the government to accept it but the initiative should come from the great power not from the small country. Lost the small country invites a refusal."

    INTRODUCTION: Israel's Prime Minister, Menachem Begin, returned home on Wednesday (16 September) after his talks in Washington with President Reagan. However, the main achievement of his trip, a new strategic co-operation agreement with the United States has come under fire from many of his colleagues.

    SYNOPSIS: The details of what strategic co-operation means and how the agreement will be implemented haven't been revealed. They're to be worked out by defence chiefs of both countries. But many people don't believe it will go far enough to ensure Israel of American military protection. On his return, Mr. Begin said it wasn't up to Israel to propose a joint defence pact. Mr. Begin also told reporters he was still strongly against the American arms sale to Saudi Arabia and had warned the President of its dangers.
