Background: Some Negro leaders in Philadelphia claim that the rioting in that city over the weekend (28, 29, 30 August) was planned by those forces which are seeking political gain from the so-called white back lash. However, there has been no proof of such an allegation.

Since the start of the rioting Friday night (28 August) 212 persons have been injured, including 58 policemen. Two hundred and twenty-five persons were arrested and property damage and losses due to looting are expected to total a million dollars.

The entire 125 block section of North Philadelphia is under an around the clock curfew banning all unauthorized people from the streets. Although the curfew failed to prevent the new outbreak Saturday night. Mayor James Tate of Philadelphia asked residents of the riot area to stay home from church Sunday in the interests of safety --- a request that had the support of religious leader.

North Philadelphia, the section of the city where the rioting took place, has about two thirds of the city's Negro population.

Six hundred thousand Negroes live in Philadelphia.
