    Background: In Mozambique President Samora Machel has declared the 1980's as the "Decade of the fight against under-development" and is paving the way for increased private enterprise and foreign investment to relieve his country's economic problems. Five years of revolutionary independence have failed to bring about economic recovery and the former Portuguese East African colony is close to economic collapse. But President Machel is still committed to socialism and the state still involves itself in major development projects, and in education, health and housing.

    SYNOPSIS: Although President Machel announced last month (March) that private traders, farmers and industrialists would now be tolerated, communal villages still exist. This one, near Xai-Xai in the south of the country, consists of several villages which have grouped together to pool machinery and resources. No one is obliged to participate, but the advantages are considerable in a country where there is a shortage of technical equipment, schools and medical resources.

    This community concentrates its resources on producing maize, rice and vegetables. The village is still by no means self-sufficient and is unlikely to be before 1983. Mozambique has had more than its share of natural disasters -- two floods, a cyclone and a drought in the last four years -- so the country is very much dependent on foreign imports.

    For many of the people in the village it is the first time in their lives they have been able to receive regular medical attention, the first time there has been a systematic vaccination programme and the first time they have had a chance to go to school and learn to read.
