SEQ. 2: WALDHEIM:"I think that there can be no doubt that such actions violate international law. I know, perhaps you are aware, that Iraq has stated that they bough this nuclear power plant for peaceful purposes, and there was no interest in producing nuclear weapons in this plant. There is absolutely no proof of this. But let me add that, with all due respect to security considerations of member states of the United Nations, we cannot accept, we cannot accept, a policy which follows a practice which harms the territory of other states in this way."
