Background: Dr. Kurt Weldheim, the U.N. Secretary General, strived in Ouagadougou, the capital of Upper Volta, on the seventh day of his tour of thirteen African countries on Thursday (February 21).
The purpose of his tour is to ???sess the effects of the seven-year-long drought in the Sahel region of West Africa.
Earlier, he had visited Mauritania, Senegal, Mali and Niger. All are countries of the Sahel -- the semi-desert fringe south of the Sahara. This year the Winter Rains have failed for the seventh year in succession. Millions of people would have died last year without international relief.
